Saudi Arabia emerges as a global tourism powerhouse

Saudi Arabia is rapidly becoming a major player in global tourism. Thanks to the ambitious Vision 2030 roadmap, the kingdom is transforming its hospitality, infrastructure and cultural offerings. Furthermore, an USD 800 billion investment plan and landmark giga-projects are attracting visitors worldwide.

By 2030, tourism is expected to contribute 10 percent of GDP. Therefore, it plays a central role in the national diversification strategy. Additionally, government investment, policy initiatives and international partnerships are elevating Saudi Arabia as a premium travel destination.

The kingdom welcomed 32 million visitors in summer 2025, marking a 26 percent increase year-on-year (y-o-y). At the same time, outbound travel spending reached USD 27.5 billion. According to the World Travel & Tourism Council (WTTC), the sector is projected to generate over USD 119 billion in 2025, supporting 2.7 million jobs. Moreover, the UN World Tourism Organization (UNWTO) reported that the kingdom recorded the highest growth in international tourism spending globally during the first quarter of 2025.

The Ministry of Tourism highlighted the success of the ‘Saudi Summer’ 2025 program. During this period, tourist expenditure reached SAR 53.2 billion (USD 14.2 billion), representing 15 percent growth y-o-y. Clearly, these results reflect strong confidence in Saudi Arabia’s evolving tourism sector.

Investments in hospitality and infrastructure

Saudi Arabia’s hospitality sector is expanding at pace. Licensed hotels, resorts and guesthouses increased by 89 percent y-o-y in early 2025. Consequently, the kingdom is enhancing capacity and quality for both domestic and international visitors. Major urban and resort developments are introducing luxury accommodations and culturally inspired offerings to attract high-spending travelers.

Aviation development is also critical. The national strategy aims to increase direct air routes from 100 to 250 destinations and raise annual passenger capacity to 330 million by 2030. Projects such as Riyadh Air and King Salman International Airport are designed to improve connectivity and support both inbound and outbound tourism.

Saudi outbound tourism drives global demand

Saudi travelers are influencing global travel markets. According to the ATM Travel Trends Report 2025, Middle East residents account for 10 percent of global outbound travel despite representing less than 5 percent of the global population. Saudi tourists are among the world’s highest spenders, averaging USD 4,800 per international trip with a strong preference for four- and five-star accommodation. In addition, outbound spending is projected to reach USD 47.8 billion by 2032, growing at a compound annual growth rate of 8.2 percent. This presents international destinations, airlines and travel providers with lucrative opportunities.

Investments in smart mobility, digital transformation and eco-friendly initiatives are redefining tourism offerings across the kingdom. Furthermore, the ATM Travel Trends Report 2025 projects that total tourism expenditure in the Middle East will reach USD 350 billion by 2030, driven by innovation, regional collaboration and evolving consumer expectations.

Cultural experiences and mega-events

The kingdom also promotes a rich calendar of cultural festivals, entertainment and mega-events, including Riyadh Season under Vision 2030’s Quality of Life Programme. Therefore, visitors can enjoy immersive experiences that combine heritage, entertainment and modern attractions. In this way, Saudi Arabia is positioning itself as a year-round destination for leisure and business travel.
